Overview of position
The client in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, The client South Sudan implements programmes on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
South Sudan is in a critical transition period. Following the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018, and the more recent formation of the transitional government, the country is facing an unprecedented opportunity to start to recover from the effects of protracted conflict and humanitarian crisis. The ceasefire has been tenuously holding in most parts of the country, allowing previously displaced populations to return home. Towns that had been devastated by previous waves of fighting started to witness renewed activity, raising hopes for development and growth in the aftermath of years of war.
It is against this backdrop that the client implements the Enhancing Community Resilience Project (ECRP) that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institution’s capacity to manage inter-communal tensions, improve access to resources and deliver on the dividends that the R-ARCSS supplies.
Our client supports the establishment of local community institutions and build community- based infrastructure subprojects. The client engages the local communities and ensuring that decision-making processes comport with standards and best practices for community driven development. The ECRP started in 2020 and its second phase will continue through 2027
Under the overall supervision of the Chief of Mission in South Sudan, and the direct supervision of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management), the Project Operations Officer will be responsible for supporting the planning and implementation of all operational activities under the ECRP project.
Role objectives
Support the senior programme coordinator in the implementation of the various operational aspects of the ECRP project, including the preparation of the work plans, to ensure compliance with the logical frameworks, results matrices, and other project-related components, in coordination with the relevant team members.
Support the senior project coordinator in the budget tracking for ECRP expenditure plans to ensure compliance with the workplans, and support the financial officer in the monitoring of the expenditure under the ECRP.
Provide direct and daily management of the 6 operations teams in the 12 field locations, support the national officers in the planning and implementation of activities, including conducting frequent field visits to the 12 counties where ECRP activities are being implemented.
Conduct frequent field visits to the ECRP locations, and coordinate with the national operations officers to ensure all administrative, logistical, and financial related matters are managed properly, and to ensure accuracy and timely submission of all relevant documentations to the main office for processing.
Ensure synergy between the workplans of the technical lead and the field operational teams through enhancing coordination between both teams
Conduct performance assessment of the national field operations officers and highlight the capacity building needs for the field teams, and provide the necessary support and capacity building in coordination with the relevant units.
Support the senior programme coordinator in establishing and maintaining strong and close coordination mechanism with the stakeholders, mainly the PMU, WB and other governmental departments related to the ECRP.
Support in the preparation of relevant reports including budgetary and results reports, and take action to resolve issues in coordination with the Resource Management Unit (RMU) and PSU.
Ensure timely start-up and implementation of the project´s activities in the field, with particular focus on the implementation progress, monitoring and evaluation requirements, data quality control in compliance with the client rules and principles, and donors’ requirement.
Provide support in preparation and organization of donor’s missions, through coordinating with the relevant governmental entities and the field teams to ensure proper preparedness of the field trips.
Support in reviewing the project information factsheets, newsletters, and ad-hoc reports for internal and external use, to ensure all information are accurate and up to date.
Oversee the implementation of visibility actions related to ECRP in the field
Support the development of the ECRP communication and visibility plans and all relevant communications, in collaboration with the PSU and communication team
Attend coordination meetings with the PMU and the World Bank, and other stakeholders, and represent the client when needed in coordination meetings.

Experience:
Experience in professional reporting and communications.

Skills:
