Project Summary:
The Monitoring, Evaluation and Learning Support (MELS) activity supports the Mission’s implementation of USAID/South Sudan’s Strategic Framework (2020-2024) through effective monitoring and evaluation processes in support of adaptive management and ensuring alignment with the USAID Program Cycle, as well as supporting the Mission’s organizational learning and knowledge management agenda. The MELS activity serves as the Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); train and build the capacity of USAID staff with a particular focus on Foreign Service Nationals (FSN); promote institutional memory; produce monitoring, evaluation, learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Position Summary:
The Senior Resilience Measurement Advisor will lead initiatives on resilience measurement, building a body of evidence and knowledge for the USAID/South Sudan Mission. This is a senior Long-Term Technical Assistance (LTTA) position based in Juba, South Sudan. The Advisor will report to the Deputy Chief of Party.
Responsibilities:
Design and implement state-of-the-art resilience measurement frameworks producing actionable data for assessing and improving USAID/South Sudan resilience programming following international best practices.
Provide strategic leadership and technical oversight in designing and implementing rigorous evaluations and special studies to address priority resilience questions.
Integrate resilience measurement lens into all MELS monitoring processes.
Serve as the key point of contact within MELS and USAID/South Sudan on resilience analytics and measurement.
Represent MELS in high-level forums with Mission staff and other key stakeholders.
Compile and curate information resources on resilience to build a body of knowledge supporting the Mission’s learning agenda.
Foster effective working relationships with the Mission’s Resilience Unit and the Resilience Advisory Group.
Support the Mission’s Resilience Coordinator in defining and collating key resilience measurement indicators for the Resilience Advisory Group meetings.
Perform any other duties as assigned.
Qualifications:
Master’s degree in economics, econometrics, statistics, or other relevant subject required.
Minimum seven years of applied experience in monitoring, evaluation, and research in an international development context is required
Familiarity with resilience measurement theory, programming, and practice is required.
Experience in resilience measurement and poverty analysis is required.
Experience leading and managing teams and comfort in working in a task-team environment is required.
Experience with USAID is preferred.
Experience working in East Africa is preferred.
Ability to conduct fieldwork in challenging contexts is required.
High-level proficiency in statistical applications such as R, SPSS, and Stata and qualitative analytic programs.
Ability to multi-task and effectively work under time pressures.
Strong professional writing and presentation skills.
Fluency in English required. Fluency in one or more local languages, such as Dinka, Nuer, or Juba Arabic, is preferred.
