Health Sector Program Manager Jobs Description
ROLE PURPOSE:
The Health Sector Program Manager is responsible for overall leadership and management of SCI’s Health programs in Area 1 of Jonglei, Upper Nile, and Rumbek in addition to Abyei Health programme, including effective coordination with other actors, timely implementation of program activities and effective response to emerging health needs. Responsibilities include overall implementation of the project’s components including needs identification, new programme development, budget management, implementation planning, procurement planning, staff management, programme reporting, liaison and support of the county/state on health intervention, and capacity building and training of health staff.
This position will directly support SMOH in coordination, planning, monitoring, data collection/management and reporting of health activities in Jonglei, Upper Nile & Rumbek area. In addition, the post holder will actively participate in health sub-Clusters in Jonglei, Upper Nile & Rumbek areas and support Abyei.
The primary purpose of the position is to provide leadership, program and financial management support for the health projects within the health sector including management of day-to-day operations of the CERHSP and other related health projects in the area of responsibility, supervising relevant staff under these projects and ensuring targets are met in compliance with donor regulations and ensure that projects are implemented with high quality.
The post-holder will be reporting to the Area Operations Manager with a dotted line to the Health Technical Advisor. The responsibility of the Health Sector Program Manager will be to provide leadership to the planning, coordination, implementation and monitoring of all facets of the Health projects including CERHSP, build, lead, and guide the CERHSP and other health project teams. S/he will provide technical management and overall oversight in the following areas; budgeting and expenditure control, development and control of implementation plans, service delivery reporting as well as high-quality financial and narrative reporting. The Project Manager will contribute to strengthening Save the Children International’s Health portfolio by including but not limited to providing support in documentation; knowledge management, the development of new funding applications/proposals in the sector. S/he will also be expected to represent SC in consortiums, State and County engagement forums. As part of her/his responsibility and to assure objectives are being met S/he will be expected to travel extensively to all Areas with active Health grants including CERHSP project areas. The CERHSP Project will be implemented in close partnership with the Ministry of Health, UNICEF and other stakeholders at the County, State and National levels and for this reason the Health Sector Project Manager will be expected to demonstrate excellent partnership management skills.

The position will also have a project-level matrix supervisory responsibility of the MEAL Officer, Finance and Awards Staff, Logistics and other administrative and support staff for the smooth implementation of the CERHSP and other active health projects
KEY AREAS OF ACCOUNTABILITY
Project Management; Programme delivery, management and quality assurance
Manage and coordinate all activities under the CERHSP project, including the development, implementation and monitoring of projects and budgets according to donor agreements and rules/regulations, and SC internal policies, this shall include other active health projects in the area of responsibility
Plan and provide oversight on the implementation and monitoring of all technical components of the CERHSP and related health projects
Provides leadership in overall planning for annual, quarterly project plans and development of monthly scopes of work.
Responsible for ensuring quality and the timely implementation of this project and day to day management of the project.
Monitor and promote integrated programming in order to increase overall CERHSP and other health projects impact.
Oversees the development and implementation of annual implementation plans for the CERHSP and other health Projects.
Develop, lead, and coordinate the CERHSP/other health project team and provide technical leadership and supportive supervision to the staff reporting to the Health Sector Project Manager.
Hold overall responsibility for the development and implementation of all aspects of the project in the area of responsibility.
Ensure that the project is implemented in strict compliance to MOH BSPHNS, Save the Children’s policy and donor requirements and regulations which include, in all aspects and phases of implementation.
Lead and motivate the project team to instil responsibility in the delivery of the project’s goals and objectives.
Ensure regular monitoring and monthly reporting on all grants’ management aspects: phased budget and actual expenses analysis, procurement plans development, work-plan progress and updating, data collection and analysis and monitoring of indicators.
Take full responsibility for the delegated budget holding function on the programmatic aspects of the supervised grants, participate actively in finance meetings, award review meetings and contribute to financial decision making.
Communicate and work closely with Finance & Awards to develop quarterly and annual expenditure forecasts, monitor monthly expenses ensuring to address overspends and underspends, and ensure that expenses are incurred in accordance with annual budgets, quarterly expenditure forecasts, and using correct budget codes.
Maintain effective program reporting, monitoring and evaluation systems for both internal and external use and ensure that monitoring and evaluation tools are systematically implemented and used by the team, in cooperation with MEAL staff.
Produce high-quality reports within agreed reporting schedules.
Conduct regular field visits, including discussions with beneficiaries.
Document programme learning, and incorporate analysis and lessons learned into new strategies/activities and advocacy work.
Conduct supervision in collaboration with State and County Health teams and stakeholders.
Participate in quarterly review meetings with partners for the project
In collaboration with the MEAL Coordinator, Health Technical coordinator, and Health Technical Advisor, other staff and partners effectively contribute to the documentation and dissemination of lessons learned and best practices of the CERHSP/other health projects
Ensure all donor questions, concerns and information requests are responded to appropriately and timely.
Identify and communicate the need for the provision of program Technical Assistance (TA) from the SC Country office, Regional office, Members and the Centre.
Ensure timeliness and completeness in reporting i.e. Weekly IDSR, EWARNS, monthly reporting, and Quantified Supervisory Checklist while ensuring these are captured in the official MOH DHIS2 system
Good pharmaceutical management procedures ensure medical consumption reports are submitted on monthly basis, stock outs of tracer medications are well addressed in time and drug expiries are avoided
Performance management and capacity building
Manage, lead and motivate direct reports staff in the area of responsibility, ensuring they have clear objectives and receive meaningful feedback on their performance regularly including through annual staff appraisals of staff reporting to her/him in collaboration with the human resources department.
Create and maintain a cooperative and positive working environment where staff have clear roles and responsibilities, participate in decision making and are supported in progressing towards their objectives.
Coordination
Coordinate with relevant stakeholders for the smooth implementation of the project
If and when required, represent Save the Children with local authorities and governmental counterparts, donors among others to ensure that the CERHSP/other health projects are coordinated with these bodies.
Represent SC and CERHSP/health sector projects in coordination meetings at County and State levels and other locations in the area of responsibility.
Programme development and fundraising
Identify the most appropriate programming interventions for meeting the needs of children, women, adolescents and beneficiaries based on assessment findings.
Contribute and participate in the development of new funding applications/concept notes and proposals by providing the technical inputs as required
Incorporate analysis and lessons learned into new strategies/activities.

QUALIFICATIONS AND EXPERIENCE
Essential
Appropriate degree in Health sector (Medical doctor, Registered nurse or public health specialist)
At least 5 years’ experience in managing health programs
Familiarity with the South Sudan BPHNS and National Health Plan
Knowledge of donor rules/regulations particularly UNICEF and USAID funded projects
Well-honed project management skills and experience
Budget management and financial skills and experience
Currently registered with the Medical council, Nurses Council or Midwifery council of South Sudan
Strong interpersonal and communication skills and ability to represent SC and work effectively with a range of stakeholders including government and partner NGOs
Sound report writing skills
Ability to work as part of a team and demonstrate flexibility, motivation, and maturity
Ability to work within a tight timeframe,
Willingness to travel extensively in the field.
