The Republic of South Sudan is the youngest Country of the World. It has been affected by political violence and fractured state infrastructure and services. The political crisis that erupted in 2013 and 2016 respectively, greatly forestalled the country’s progress on peace, economic growth and development; created a humanitarian crisis in an unprecedented level, that left tens of thousands of people dead, millions displaced, and left south Sudanese communities vulnerable to both conflict and climate change shocks and worsened food insecurity.
Two peace agreements aimed at putting an end to prolonged political crises and conflicts have been signed- the 2015 Agreement on the Resolution of the Conflict in South Sudan (ACRSS), and the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ACRSS), respectively. Due to the delay in the implementation of the 2018 Peace agreement, a Roadmap to fast-track the implementation was signed with all parties to the Peace Agreement in August 2022.
Institutional Arrangement
Under the direct supervision of the –ICT Analyst (Team Leader), Ensures implementation of ICT strategies and introduction and implementation of new technologies, for the Country Office, out-posted project teams and Government counterparts.
Duties and Responsibilities
Ensures implementation of ICT strategies and introduction and implementation of new technologies, for the Country Office, out-posted project teams and Government counterparts, focusing on achievement of the following results:
Full compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.
ICT business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT team.
Participation in the business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management.
Conduct of market research and analysis, and introduction of new technology for country office system updating and improvement.
Provision of advice on and assistance in procurement of new ICT equipment for the CO and projects, provision of technical specifications and information on best options in both local and international markets.
Development and update of the ICT annual plan and road map. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.
Provision of effective and client-oriented services.
Advise and provide technical support to Programme and Project Managers, and their government counterparts, on ICT issues, focusing on the following results:
Explanation of the UNDP Corporate ICT Policy to the Management to ensure sound understanding before major ICT Management decisions are made.
Provision of sufficient information to the Management to ensure that the right budgetary allocation is made for the ICT Unit and Office ICT needs.
Preparation of ICT Unit Work plan focusing on the input and needs of the office and based on the approval of the Senior Management.
Manages hardware and software packages, as requested by Country Office Management, Programme and Project teams, focusing on the achievement of the following results:
Project and counterpart hardware and software platforms meet the corporate standards and the Country Office key business processes.
Provision of advice on maintenance of equipment and acquisition of hardware supplies.
Supervision of the implementation of corporate UNDP systems.
Development of new software for high impact results (e.g., office management system, e- registry, intranet, etc).
Ensures efficient network administration at project and out-posted sites, focusing on achievement of the following results:
Monitoring of the computing resources to provide a stable and responsive environment.
Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.
Monitoring of backup and restoration procedures for servers.
Timely upgrade of LAN infrastructure and Internet connectivity to meet UNDP requirements.
Provision of technical advice on network administration to other agencies as required; monitoring and preparation of bills for cost-recovery for the services provided.
Responsible for performing research for infrastructure development for UNDP projects managed/sponsored by UNDP.
Lead the systems integration with corporate platform/systems such as Microsoft Azure, Meraki Systems and Cisco platform.
Solar systems Support
Energy Assessment: Undertake energy assessment in assigned locations with potential for installation of solar PV systems. The exercise includes analysis of data collected from the various locations.
Solar PV Implementation: Provide support during solar installations and undertake technical checks of installed systems to ensure they adhere to the requirements of the implementation.
Operations & Maintenance of Solar Systems: regular monitoring of solar installations using tools including eLUM, Growatt, Victron, Eyedro amongst others and attending to problems as may be reported by or as may be detected from live monitoring of the systems.
Supports the UNDP Juba ICT Unit in the Capacity Building and mentoring of the members of the UNDP project teams and their government counterparts, focusing on the achievement of the following results:
Identification of relevant training opportunities/workshops for the ICT staff that will improve their skills and knowledge.
A better understanding of the ICT Policy by staff members. This will be achieved by sharing and explaining the UNDP ICT Policy to the staff members and would ultimately enhance their understanding of the overall ICT direction that UNDP is taking.
Better working relations of ICT staff with other staff members by offering overall guidance and mentoring to Unit team members in their day-to-day activities.
Provides web management support services for projects and counterparts.
Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g., office management systems, donor profile software, knowledge management systems);
Creation and technical maintenance of the CO websites and Intranet.
Provision of technical advice on web management to other agencies as required and monitoring/preparation of bills for cost-recovery for the services provided.
Ensure facilitation of knowledge building and knowledge sharing in the office and amongst partners, focusing on the achievement of the following results:
Identification and promotion of different systems and applications for optimal content management, knowledge management, and sharing, and information provision.
Organization of training for the operations/project staff on ICT issues.
Synthesis of lessons learned, and best practices directly linked to ICT management.
Sound contributions to knowledge networks and communities of practice.
Capacity Building and Field Operation Support:
Conduct capacity building exercises by hosting webinars, trainings, and on-site operational support as required.
Regularly interact with the beneficiary to identify needs and gaps to be attended.
Offer support with non-technical and technical requirements with the consultation of project managers.

Required Skills and Experience
Education:
Master’s degree in science, Informatics, Computer Sciences, or other related fields is highly preferable OR
Bachelor’s degree in science, Informatics, Computer Sciences, or other related fields with additional 2 years of relevant experience will be given due consideration in lieu of master’s degree.
Experience:
Minimum two years of professional experience in the area of IT /Project Management in government and/or private sectors

Required Language
Proficiency in written and spoken English is required.
Knowledge of Arabic is an added advantage.
