Assistant Programme CBI Officer Jobs Description
Organizational Setting and Work Relationships
The Assistant Programme CBI Officer is an active member of the bureau/field operation/division and is normally supervised by a professional member who manages and oversees the UNHCR cash assistance programmes. The incumbent supports to ensure that operations are compliant with the technical guidance and administrative instructions on CBI, and adequately monitored.
S/he normally receives guidance and direction from the Senior Programme CBI Officer or Programme CBI Officer or Programme Officer or other more senior staff. S/he may maintain close links with CBI staff in UNHCR HQ.
Internally the Assistant Programme CBI Officer will also liaise with UNCHR field offices and country offices. Externally s/he will liaise with Implementing and Operational Partners, National Governments, line ministries and UN agencies.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

– Support the strategic and coherent use of CBI’s in the operations, assisting to ensure that CBI is maximised in assistance and service provision, strongly linking it to CRRF, MYMP and development, including linkages with Social Protection and Financial Inclusion.
– Support the review of and assist in coordinating the final clearance with DFAM of the CBI Standard operating procedures (SOPs) for the operations, with support from more senior staff.
– Support the development of cash assistance programmes and support the senior management to ensure that CBI is fully, effectively integrated into the country operations plan for protection and solutions and Annual Program Planning and COP.
– Assist in ensuring compliance to HALEP and that CBI is included in the preparedness and response planning and be a first responder to new emergencies/ and returns situations to ensure operations are using CBI as a modality, in collaboration with more senior staff.
– Support the effective and coordinated procurement and contracting of Financial Service Providers by procurement/supply and finance.
– Provide technical support on planning and assist in policy making on activities within the area of CBIs as an integral part of UNHCR programmes including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities and coordination.
– Support and collaborate with sectors to increase the use of CBI in education, shelter, livelihoods and where applicable in health and WASH programmes.
– Support the adequate inter-agency coordination mechanisms on CBIs and assist in building and maintaining strong relations with partners, regional entities and represent UNHCR in CBI coordination, with support from more senior staff.
– Support the establishment of a sound monitoring process for cash assistance, with proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyse CBI¿s performance. Assist the supervisor in analysing trends and target interventions including CBI expenditure, upstream and downstream activities.
– Assist the supervisor in assessing the technical soundness of the operations and generate data for evidence-based decisions.
– Assist the supervisor in fulfilling CBI related reporting requirements.
– Support the use of UNHCR corporate tools and systems.
– Perform other related duties as required.

For P1/NOA – 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree

Desired Candidate Profile
The incumbent will be required to have good coordination, networking and drafting skills, and the ability to interact with different partners and stakeholders both within and outside UNHCR. The incumbent will further have good Experience in drafting and analyzing budgets and programme-related reports, provide inputs for document and reports for donors. Ideally, the candidate will have had CBI related training with certification.

Occupational Safety and Health Considerations:
The security situation in South Sudan though generally stable, remains fragile and fluid in complex and unpredictable environment and is characterized by low intensity and localized armed conflict in some areas, high levels of crime across the country, inter/intra communal conflict over a diverse range of issues including cattle raids, competition for resources and revenge attacks and regular civil unrest in refugee and IDP operations and host community. These challenges continue directly and indirectly impact on UNHCR operations. The signing of the Revitalized Agreement of the Resolution of Conflict in South Sudan in September 2018 represented an important milestone for the country. The ceasefire is holding in many areas of the country except in some few locations where localized and low intensity armed conflict continues to impact on security situation. Many areas in the country are also affected by season flooding which has also displaced significant number of people.
The security level in South Sudan is assessed as substantial (security level 4) in all areas.
Nature of Position:
The South Sudan Operation is very complex, fluid, and high-risk covering all four pillars of UNHCR.
The operation comprises of the Representation office in Juba with 2 Sub-offices and 7 Field Offices. The Assistant Program CBI Officer reports directly to the Program CBI Officer in the Country Office in Juba and has no supervisory roles. She/he is expected to provide support to all the Sub and Field Offices in the operation.
Given the complexity of the South Sudan Operation, the incumbent needs to be focused on maintaining good working relation with government officials and other UN humanitarian agencies.
Living and Working Conditions:
South Sudan is classified as an E non-family High Risk duty station and is prone to malaria. Movement to and from locations require official vehicle transport; use of taxi is not allowed. There are very limited medical facilities in South Sudan, with facilities concentrated in Juba.
In Juba, all basic foods are available in the market ranging from meat, dairy, fruit and vegetables. There are a few hotels with pools and restaurants where staff can visit. While in the field, food supply varies depending on the season. Taking photos is strongly discouraged in all locations, as may result in arrest by local security forces. Extreme caution is required while driving a UN vehicle due to bad local driving culture, lots of motorbikes and three-wheelers (boda-boda) and periodic attempts by local police to extort money from the driver for whatever violation claimed.
There are several airlines flying from most destinations to Juba via Dubai, Nairobi, Addis Ababa, Istanbul, Khartoum, Cairo or Entebbe. Travel to field offices in South Sudan are handled by UN humanitarian flights.
Staff can open USD bank accounts in South Sudan and only high US Dollar bills i.e. US$50 and US$100 are accepted for foreign currency exchange transactions. South Sudan bank notes exist in denominations of 1, 5, 10, 20, 25, 50, 100, 500 and 1000 South Sudanese Pounds. Foreign exchange transactions can be done at any commercial bank in a safe and secure location. There are very few ATMs and credit card facilities in South Sudan to draw USD (max $500
