National Consultant Data Analysis and Report Jobs Description
Purpose of Activity/Assignment:
Under the overall supervision of the Project Manager and Monitoring and Evaluation Specialist, the national consultant will be responsible for providing local knowledge and expertise, ensuring the accurate interpretation and representation of findings.
Objective: To support in data analysis and report writing for the Malaria Indicator Survey (MIS) in South Sudan.
Key Responsibilities:
1. Assist the steering committee in developing a detailed data analysis plan for the MIS.
2. Review and provide input on data collection tools and methodologies.
3. Support data management procedures.
4. Participate in data analysis under the guidance of the international consultant.
5. Collaborate with the international consultant and the research team to interpret findings.
6. Contribute to the preparation of the draft and final MIS reports.
7. Participate in capacity building workshops for national counterparts on data analysis and report writing.
8. Ensure quality control
9. timely submission of all deliverables.
Deliverables:
1. Support in developing the data analysis plan (15%)
2. Input on data collection tools and methodologies review (10%)
3. Assistance in data management procedures (10%)
4. Contribution to data analysis report (25%)
5. Support in preparing the draft and final MIS reports (35%)

Scope of Work:
The Data Analysis and Report National Consultant – Malaria Indicator Survey (MIS) will be responsible for the following tasks:
Main Tasks related to the Job
1. Support Sampling, Household data collection and Data Processing are carried out at key survey stages;
2. Participate in all MIS steering and technical committee meetings;
Specific Tasks
In consultation and collaboration with the UNICEF, the South Sudan MoH and NBS, the MIS consultant will be responsible for ensuring the following activities:
1. Data Entry Templates:
1. Support Data entry template is developed and customized
2. Data entry template has undergone the review process before finalization.
3. Field check tables are regularly run by the technical teams involved, shared with field supervisors and used during field supervision missions to improve the overall quality of the survey.
2. Manuals:
1. MIS supervisor and interviewer manuals have been customized for the country specific context.
2. MIS supervisor and interviewer manuals have been extensively used during training
3. Proof-read Field forms (Interviewer’s control sheet, Supervisor’s cluster control sheet, GPS forms, etc.) have been adapted to country context, have been used during training and made available to all teams for use during data collection
1. Listing, Training, Field Work, Data Entry:
1. Assist in monitoring data collection;
2. Support Monitor data entry and processing.
Data Analysis and Report Writing:
Coordinate and participate in the preliminary report writing so that it is written according to MIS standards;
Coordinate and participate in the report writing so that final report is written according to MIS standards;
Coordinate the production and distribution of the final report.
Work Assignment Overview

Developing of survey tools, manuals and electronic data entry screens in consultation with relevant stakeholders.
1. Survey questionnaires, manuals and electronic data entry screens 2nd May – 31st 2023 (8 days) 10%
Support Conducting a training of trainers (ToT) for survey enumerators and supervisors including tools pretesting.
2. ToT report and sub-national training reports, including a list of trained enumerators and supervisors 1st June – 30th June 2023 (10 days) 20% Supporting the field work, including data collection, cleaning and quality control.
3.Field work report, including a summary of data collection and quality control activities
4.Quality data collected, cleaned and in an electronic MIS dataset produced 1st July – 28th July 2023 (13 Days) 10% Conducting data analysis, including statistical analysis and interpretation of results.
5.Data analysis report, including statistical tables on all key and sub-level indicators stratified by age, sex, administrative locations and urban/rural 21st August – 13th October 2023 (24 Days) 25%
Writing a report on the results of the survey, including recommendations for future malaria control efforts in South Sudan 6.Final statistical report on the results of the MIS, including recommendations for future malaria control efforts in South Sudan (to be peer reviewed & validated) 15th October – 1st December 2023 (20 Days) 35%

Minimum Qualifications required: Knowledge/Expertise/Skills required:
Public Health or Post graduate study in Clinical or Community Health
1. Bachelor’s degree or higher in public health, epidemiology, biostatistics, or a related field.
2. At least 5 years of experience in data analysis and report writing for public health research or surveys, preferably in malaria or other infectious diseases.
3. Proficiency in statistical software, such as STATA, SAS, or R.
4. Excellent written and verbal communication skills in English and local languages.
5. Experience working within the national health system and a strong understanding of the malaria situation in South Sudan.
6. Previous experience working on Malaria Indicator Surveys or similar surveys is an advantage.
