Fire Safety Officer Jobs Description
Org. Setting and Reporting
This position is located in the Safety & Security Section of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent reports to the Chief Security Officer or their designate.
Within delegated authority, the Fire Safety Officer will be responsible for the following duties:
– As Officer in Charge of the Fire Unit, manages and supervises the Fire Unit.
– Provides training and technical advice to TCC.
– Provides training and technical advice to JVBMM HQ through the Fire Safety Officer designated for Kadugli.
– Maintains productive and efficient liaison and cooperation with authorities of host government fire, disaster relief and emergency services.
– Ensures the effective management of a 24/7 Fire Service capable of controlling fire incidents, car accidents, HAZMAT spills and other emergency situations.
– Assists in drafting the Fire Safety Plan and Emergency Evacuation Plan and to coordinate drills and training sessions.
– Provides for supervision and coordination as per the facility specific Fire Safety Plan.
– Coordinates with mission’s facilities personnel, host country authorities and organization management on fire safety issues.
– Conducts regular fire risk assessments and fire safety inspections; reports all shortcomings and makes recommendations aimed at the rectification of shortcomings and the elimination of potential hazards in order to meet applicable fire safety standards.
– Conducts technical assessments/evaluations of Fire Detection and Alarm Systems (FDAS).
– Assists in drafting specifications for all equipment and devices, including FDAS and Personal Protective Equipment (PPE) such as: protective clothing, self-contained breathing apparatuses (SCBA incl. filling compressors), fire extinguishers, hoses and nozzles, portable, immobile and fixed pumps, rescue equipment, etc. and provides for the maintenance of their continuous full state of readiness.
– Assists in planning static installations and systems such as: FDAS, over standpipes, water supply, extinguishing systems, spill basins, construction components (partition), lightning protection, explosion proof installations, smoke extraction systems, public address systems, etc., and drafts corresponding concepts.
– Maintains and supervises a functional Fire Warden System.
– Engages in fire/emergency intervention in a supervisory position, as and when required and as set forth in the Fire Safety Plan.
– Conducts fire safety training (basic and advanced) for unit’s personnel as part of the Fire Safety Plan.
– Conducts general fire safety training for all personnel.
– Plans and supervises fire drill rehearsals at least twice a year.
– Makes sure a competent certified entity conducts periodic inspection and maintenance of fire safety and fire suppression devices, systems and installations and maintains corresponding records.
– Performs other fire safety and/or emergency response related duties as directed.
PROFESSIONALISM: Excellent knowledge in the field of fire & rescue, fire and rescue command, fire safety enforcement combined with a solid background in either a Municipal Fire Brigade or Fire Safety Planning/Enforcement or directly related field; well-developed ability to identify factual and potential fire safety hazards, evaluate the risks and subsequently determine effective and feasible risk management measures; capability to develop, implement, manage and coordinate fire safety risk management programmes, concepts, systems and efforts; shows pride in his/ her work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Strong research skills, including the ability to evaluate and integrate information from a variety of sources.
PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitations of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.
High school diploma or equivalent technical or vocational certificate is required.
Job – Specific Qualification
Certificate from a fire college, fire brigade school or fire safety training center is required.
Certification in technical fire protection, rescue operations, hazardous materials (basic), and use and maintenance of self-contained breathing apparatus is required.
A minimum of eight (8) years, with high school diploma, of progressively responsible experience in a public fire service is required.
At least five years of progressively responsible experience in a fire safety supervisory position is required.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
Previously rostered candidates are not subject to any further assessment and as such, will not be invited for such an assessment.
