Management and Programme Analyst Jobs Description
Org. Setting and Reporting
This position is located in the Office of the Chief of Mission Support of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Mission Support or their designate.
Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:
• Developing Key Performance Indicators (KPIs) and ensuring the compilation of KPIs from Mission Support Division Sections and Units on a regular basis, as well as report corporate and mission specific KPIs.
• Providing technical evaluation support to the Chief of Mission Support to ensure responses to Board of Inquiry/OIOS queries and monitoring the efficient and effective implementation of recommendations made by the Board of Auditors, the OIOS and legislative bodies.
• Conducting critical information/data analysis of all aspects of the Mission Support Division operations (e.g. inventories, budgets, costs, movement, warehousing; including investigating bottlenecks, delays and systems inefficiencies) and providing consolidated Management Report.
• Conducting strategic analysis to identify strategic value gaps and the resources required to fill them
• Researching and analyzing information gathered from client satisfaction surveys and formulating convincing and well substantiated conclusions and recommendations for improvement in service delivery.
• Evaluating the impact of the introduction of Umoja on work processes, staffing and structure.
• Support alignment of DOS/DMSPC policy development priorities with mission guidance development priorities.
• Preparing and implementing the work and action plans of the Office of the Chief of Mission Support for performance management, performance monitoring, benefits realization management, risk, enterprise resilience and budget management.
• Produce required SOPs, Administrative Instructions, policy guidance and directives in the areas of property management, projects, and KPIs
• Supervising the work of the Business process and management office.
• Submission of business intelligence reports to facilitate timely decision-making by senior management on resource allocation, realignment and/or reprioritization.
• Advising on policy development based on evaluation findings concerning program relevance, effectiveness, efficiency, service delivery standards, and impact
• Partnering with internal clients and senior management to design and implement improvements in service delivery, assisting them with service delivery data and their analytical needs; solving service delivery challenges
• Participating in meetings related to identification of strategic value gaps that need to be addressed to facilitate achievement of the mandate and the Missions End State deliverables; recommending corrective actions and ensuring alignment of resources with strategic value gaps during the budget preparation process.
• Liaising with other departments to integrate new evaluation methodologies and other developments that are introduced to the organizations.
• Liaise with UN agencies, national and international organizations and academic institutions on all issues related to knowledge management, and assist in the organization of policy consultations within the mission.
• Provide macro-level analysis on efficiency and financial gains as per GFSS strategy
• Preparing analytical reports and presentations on strategic service delivery issues, including data analysis, identifying issues, forming hypotheses and synthesizing conclusions into recommendations and presentations.
• Drafting reports, background papers, analyses, guidelines, conference room papers and other documents, as needed.
Service Delivery/Client Management
• Planning and conducting web-based surveys, designing questionnaires; reviewing, analyzing and interpreting survey responses; identifying problems, issues and preparing conclusions; establishing and maintaining effective relationships with clients and partners in the mission; organizing follow-up action as required on studies undertaken, seminars or workshops for mission specific best practices and lessons learned activities. Providing other learning, research, policy and guidance services to the mission and carrying out any other duties that may be assigned

Excellent knowledge and understanding of the UN system including of key management, programmatic and reform issues. State-of-the-art knowledge of evaluation methodologies and techniques. Advanced university degree (Master’s degree or equivalent) in accounting/finance, business or public administration, programme management, logistics, operations and supply chain management or related field. A first level degree with a combination of relevant academic qualifications and experience in finance/budget/program evaluation, operations and supply chain management or related area may be accepted in lieu of the advanced university degree
At least seven (7) years of experience in conduct and management of business, programme and thematic inspections and evaluations of which, preferably three are at the international level, is required.
Experience in leading and managing inspection and evaluation teams, survey methodology, data analysis, strategic planning, policy development, facilitation, results based management, change management, KPIs, the use of various research methodologies and sources of information including electronic sources on the internet, intranet and other databases is required.
Experience in business process improvement, communicating change management initiatives to diverse audiences, ERP (SAP), IPSAS, business intelligence systems and managing multiple projects is desirable.
Experience in peacekeeping is desirable.
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required.
