ICT Security Assistant Jobs Description
Mission and objectives
Under Resolution 2625 (2022), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region. The Council extended the UNMISS mandate until 15 March 2023. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance and free, fair and peaceful elections in accordance with the Revitalized Peace Agreement. Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes: (a) Protection of civilians (b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law: The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers. Context
The incumbent will be under the direct supervision of the ICT Security unit supervisor at Field Technology Section’s (FTS). The ICT Security Assistant will be based in Juba and is classified as an “E” hardship duty station and a non-family duty station.
Task description
The UN Volunteer will be responsible for: • Periodic monitoring, controlling, verifying, and reporting, on Security Systems related to Field Technology Section (FTS) in the mission such as System Centre Configuration Manager (SCCM) and Windows Up-dates, Microsoft 365 Defender, Websense, Access Control Servers, Wireless Controllers, Domain Controllers, Checkpoint Firewalls. • Managing, controlling, reporting, and responding to any virus infection or incident in the mission. • Logging security incidents into the organizational Customer Relationship Management (CMR) tool (iNeed) and assigning Work Orders to respective groups. • Managing event-logs for servers, routers, border firewalls, and other network devices. • Reporting top internet users and responding to any traffic investigation requests. • Ensuring compliance with the UN Security Policies, Rules and Regulations. • Reporting on unusual network behaviors and analyzing traffic using tools like In-Ter Mapper, Multi Router Traffic Graphex (MRTG), NetFlow, Cisco sys-logs, HP Systems Insight Manager (SIM) and similar, environmental monitoring tools, or any other monitoring tool. • Assist in performing security risk analysis and risk threat management. • Verifying and reporting on FTS physical security weaknesses and suggesting security enhancements. • Evaluating and testing security configurations for all the 7 Open Systems Inter-connection (OSI) communications layers. • Analyzing and suggesting security enhancement on wireless infrastructure and wireless security. • Using sniffers and NetFlow analyzers to analyze traffic and responding to any investigative request. • Being involved in every IT project to ensure security standards are respected in all the phases. • Assist with performing periodic network penetration testing and port scanning. • Assist in the creation and verification of the ghost images of the mission’s computing devices. • Implementing and supporting network security features such as firewalls, Secure Sockets Layer virtual private network (SSL-VPN) access, Intrusion Detection and Prevention/Intrusion Prevention System (IDP/IPS), and Security Management systems. • Perform and assist in ICT Security awareness training sessions mission wide. • Coordinate with the other units in FTS and with the other sections to ensure that any security issue is solved, and incidents are reported and managed in the most professional manner. • Perform other related duties as directed by the Unit Supervisor or Chief FTS Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc; • Assist with the UNV Buddy Program for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Requirements
Required experience
3 years of experience in the information systems and technology field, especially in the information security systems administration and audit. Excellent theoretical and practical knowledge in scripting, Linux, Windows 10, Cisco network devices, Transmission Control Protocol/Internet Protocol (TCP/IP) protocols, Encryption protocols, and in all relevant IT security and networking protocols in the 7 communications layers (Open Systems Interconnection Model Highly desired certifications: CompTIA Security+, Systems Security Certified Practitioner (SSCP), Certified Information Security Manager (CISM) and Infrastructure Technology Information Library (ITIL). Experience in conducting IT forensic and network security investigations in general, and proficiency in industry standard tools and applications for network vulnerability assessments and penetrating testing.
