The recent escalation in the armed conflict in Ukraine has triggered the fastest growing refugee crisis since World War II. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.
Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups
UNICEF Belarus Country Office is involved in the emergency response by supporting the national government and local partners in delivering assistance and protection services.
How can you make a difference?
Communication Officer (Digital) assists in planning, designing, implementing, monitoring and evaluating digital communication initiatives to support the advocacy and communication strategy, including in management of social and digital media platforms. The purpose is to get children’s and women’s issues into the public domain, strengthen political will in support of UNICEF’s mission and objectives in the country, and enhance the organization’s credibility and brand.
The efficiency and efficacy of support provided by the Communication Officer (Digital) to programme preparation, planning and implementation, contributes to the achievement of sustainable results and supports the advocacy and communication strategy, including through the management of social and digital media platforms in compliance with UNICEF standards and through Social Listening. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable program results for children.
KEY END-RESULTS
Digital Communication: Planning and production of digital communication products and materials for website, UNICEF digital platforms, social media and promotional campaigns are timely completed and followed up to support country office communication strategy, regional and global campaigns and priorities, and to support resource mobilization initiatives as set out in the work plan.
Social Media: Develop and manage social media accounts of UNICEF Belarus on Facebook, Instagram, YouTube, Viber and any other emerging platform, in line with the purpose of the position. Develop networks with social media influencers to position children’s issues and UNICEF at the centre of social media discourse in the country.
Monitoring and evaluation: Timely monitoring and evaluation of activities of social media platforms, website traffic and trends are undertaken according to the expected goals to ensure quality, effectiveness and relevance of UNICEF Belarus digital communication efforts. Reports maybe monthly, quarterly, thematic or pertaining to specific campaigns.
Celebrities, partners and special events: Assist in organizing special events which can enhance the reach of UNICEF’s messages. Support Communication section in engaging with celebrities and influencers who can be effective on digital platforms. Country Office’s contact list of social media accounts, handles, etc. of influential individuals, groups, organizations, donors and fora (including Government, UN, and bilateral counterparts), who can be useful partners for online advocacy is maintained and further developed.
KEY ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.
Digital Communication
Planning and production of digital communication products and materials for website, UNICEF digital platforms, social media and promotional campaigns are timely completed and followed up to support country office communication strategy, regional and global campaigns and priorities, and to support resource mobilization initiatives as set out in the work plan.
Duties & Tasks
Develop social media engagement plan, website and UNICEF digital platforms content plan as per country office’s communication and digital strategy, priorities and workplans.
Collect relevant information related to programme priorities, activities and results to develop content for posting on digital and social media.
Support the production of communication materials (e.g. images, video, web pages etc.) that meet the country and global standards of UNICEF.
Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
Recommend appropriate information and communication materials for use in digital and social media, and other advocacy and communication activities;
Recommend bloggers, online writers, social media trends, digital influencers to support communication activities.
Social Media:
Develop and manage social media accounts of UNICEF Belarus on Facebook, Instagram, YouTube, Viber and any other emerging platform, in line with the purpose of the position. Develop networks with social media influencers to position children’s issues and UNICEF at the centre of social media discourse in the country.
Duties & Tasks
Maintain all social media accounts of UNICEF Belarus with compelling content, to ensure that reach and engagement is continuously enhanced.
In line with the evolving world of social media, keep abreast with new developments. Advise where relevant, about the need to engage with emerging social media platforms.
Maintain and update list of social media influencers, bloggers and advocates who can be engaged to amplify UNICEF’s messages. Assist in developing and maintaining close relationships with these influencers.
Assist in collaborating with other traditional media activities like TV, radio shows, events for cross posting on social media.
Maintain a library of pictures, infographics, videos etc in an easy to find and use manner.
Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.
Monitoring and evaluation
Timely monitoring and evaluation of activities of social media platforms, website traffic and trends are undertaken according to the expected goals to ensure quality, effectiveness and relevance of UNICEF Belarus digital communication efforts. Reports maybe monthly, quarterly, thematic or pertaining to specific campaigns.
Duties & Tasks
Collecting data and information on key indicators that are relevant to digital communication of UNICEF Belarus.
Conduct analysis of digital analytics and provide technical expertise on the effective use of digital communication channels for promotional and fundraising campaigns, with the goal of utilizing UNICEF’s brand and engaging target audiences in the most optimal way, optimizing content creation and distribution
Monitor and evaluate the reach and engagement of UNICEF’s social media posts, website visitors and digital platforms. Monitor and evaluate the use and effectiveness of media materials. Recommend appropriate and timely action for course correction or for reporting. Maintain a library of coverage (clippings, coverage etc.)
Monitor the public perception of UNICEF on social media and online platforms and recommend appropriate action to maintain a positive image for the organization (Social Listening).
Assist in providing inputs/feedback to RO/DOC on the use and appropriateness of global communication materials such as campaign assets, publications, images and multimedia products. Creating reports on reach and engagement of digital media for RO/DOC, as requested.

Duties & Tasks
Support organize special events as per plans of Communication section, to generate public support for promoting country programme goals.
Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives.
Maintain and update celebrity and partner contact lists/database for country office.
Monitor/document effectiveness of working with these individuals/organizations, particularly any potential risk for UNICEF.
Prepare social media packs and materials for briefings and visits of high-level dignitaries, Goodwill Ambassadors, donors, National Committee representatives and other special interest groups. The task includes preparing social media kits with messages), and assisting in the planning and implementing arrangements.
Work with celebrities and other influencers in the country, to communicate the story of UNICEF’s cooperation to a wider audience.
To qualify as an advocate for every child you will have…
University degree in Communications, Journalism, Public Relations, World studies or related field.
One-year practical professional work experience in communication, special event, social media, and/or other media.
Experience in content development for social media and websites is critical. Background/familiarity with content management system is also required. Knowledge of digital analytics applications is an asset.
Fluency in English and Russian languages. Spoken Belarusian is essential, ability to create and edit in Belarusian is an advantage.
